PI Planning — or Program Increment Planning — is often called the heartbeat of SAFe. It’s the single most important event in the Scaled Agile Framework, bringing together all teams on an Agile Release Train (ART) to align on a shared vision, identify dependencies, and commit to objectives for the next 8-12 weeks. If you’re new to SAFe or preparing for your SAFe Scrum Master certification, understanding PI Planning is essential.

What is PI Planning?

PI Planning is a cadence-based, face-to-face (or virtual) event that typically spans two days. During this event, all teams on the ART come together to review the top features from the Program Backlog, break them into user stories, estimate effort, identify cross-team dependencies, and commit to a set of PI Objectives. The event is facilitated by the Release Train Engineer (RTE) and involves Product Owners, Scrum Masters, developers, architects, Business Owners, and other stakeholders.

Why PI Planning Matters

PI Planning solves one of the biggest challenges in large-scale software development: alignment. When multiple teams work on related products or features, misalignment creates waste, rework, and missed deadlines. PI Planning creates a shared understanding of what needs to be built, who is building what, and how the pieces fit together. It also surfaces risks and dependencies early, when they can still be addressed, rather than discovering them mid-sprint when it’s too late.

The Two-Day PI Planning Agenda

Day 1 begins with a Business Context presentation from a senior leader, followed by the Product Vision shared by Product Management. The Solution Architect then presents the Architecture Vision and any technical guidance. After this, teams break out into their individual planning sessions, where they draft their iteration plans, identify dependencies with other teams using a Program Board, and define their draft PI Objectives.

Day 2 starts with a Management Review and Problem-Solving session to address any issues surfaced on Day 1. Teams then continue planning, finalize their PI Objectives, and participate in a Confidence Vote. Each team votes on their confidence level (1-5 fingers) that they can achieve their committed objectives. A vote of 3 or higher from most team members indicates healthy confidence. The event concludes with a Plan Rework session if needed and the final ART-level PI Objectives.

The Scrum Master’s Role in PI Planning

As a SAFe Scrum Master, you play a critical role before, during, and after PI Planning. Before the event, you help your team prepare by reviewing the backlog, understanding upcoming features, and ensuring the team has the context they need. During PI Planning, you facilitate your team’s breakout sessions, help them identify and communicate dependencies, and ensure they commit to realistic objectives. After PI Planning, you help the team execute against their plan, track progress toward PI Objectives, and surface risks to the RTE through the Scrum of Scrums.

Common PI Planning Challenges and How to Overcome Them

Over-commitment: Teams often feel pressure to commit to more than they can deliver. As a Scrum Master, protect your team by encouraging honest estimation and reminding them that sustainable pace is a core SAFe principle.

Unresolved dependencies: Dependencies between teams are one of the biggest risks in scaled Agile. Use the Program Board actively during planning to visualize and negotiate dependencies. Escalate blockers to the RTE early.

Remote/hybrid challenges: With distributed teams, PI Planning requires extra attention to tooling and facilitation. Use collaborative tools like Miro or Mural, ensure all voices are heard, and build in extra time for communication.
